WASHINGTON (AP) — The number of newly-laid off workers seeking jobless benefits unexpectedly rose last week, as the economy recovers at a slow and uneven pace.

Layoffs have slowed and the economy began to grow in last year's third quarter, but companies are reluctant to hire new workers. The unemployment rate is 10 percent and many economists expect it to increase in the coming months.

The Labor Department said Thursday that initial claims for unemployment insurance rose by 36,000 to a seasonally adjusted 482,000. Wall Street economists expected a small drop, according to Thomson Reuters.

The four-week average, which smooths fluctuations, rose for the first time since August, to 448,250.

The weekly claims figure is volatile and it can take time for trends to emerge. A Labor Department analyst said that much of the increase last week was due to administrative backlogs leftover from the winter holidays in the state agencies that process the claims.

Claims have dropped steadily since last fall, as companies cut fewer jobs. That has caused some economists to hope that hiring may increase soon. Initial claims have dropped by 50,000, or almost 10 percent, since late October.

Still, the economy is not consistently generating net increases in jobs. The Labor Department said earlier this month that employers cut 85,000 jobs in December, after adding only 4,000 in November. November's increase was the first in nearly two years.

Many economists say the four week average of claims will need to fall to below 425,000 to signal that the economy is close to generating net job gains.

Meanwhile, the number of people continuing to claim regular benefits dropped slightly to just under 4.6 million. The continuing claims data lags initial claims by a week.

But the so-called continuing claims do not include millions of people who have used up the regular 26 weeks of benefits customarily provided by states and are now receiving extended benefits for up to 73 additional weeks, paid for by the federal government.

More than 5.9 million are receiving extended benefits in the week ending Jan. 2, the latest data available, an increase of more than 600,000 from the previous week. The data for emergency benefits lags initial claims by two weeks.

The increasing number of people claiming extended unemployment insurance indicates that even as layoffs are declining, hiring hasn't picked up. That leaves people out of work for longer and longer periods of time.

Among the states, California saw the largest increase in claims, with 16,160. Texas, Florida, Pennsylvania and Georgia saw the next largest increases. The state data lags the initial claims data by a week.

Oregon saw the biggest drop in claims, of 5,784, followed by Iowa, Kentucky, Michigan and Massachusetts.

  1. Great job Progressacrats. Now send Biden out to tell us that the stimulus pork bill save almost 1 million jobs. Just tell us the jobs have been save we just can't see them because we are racist. Why is it 'unexpected' to the left but the right has called it from the beginning?Conservatives and Republicans told us that the stimulus was just a pork filled bill that they didn't vote for. They said it wouldn't creat jobs but that it would make them worse instead. It looks like we should start listening to the Conservatives that have taken over the Republican party for a change. At least Brown most Americans HOPE again.

    Freedom took a hit in 2009. One year into the Obama presidency and America is no longer classified as having a “free” economy, according to the 16th annual Index of Economic Freedom (http://www.heritage.org/index/), a joint report by the The Heritage Foundation and The Wall Street Journal. The land of the free and the home of the brave is now only “mostly free” for the first time in the report’s history.

    Now ranking as just the 8th freest nation in the world, the United States saw scores decline in seven of the 10 measured categories, including government spending, property rights and business freedom. These results are significant because freer nations have proven more resilient and thus fared better during the current global recession.

    The study also vindicates the Tea Party movement. Despite the attacks lodged by the likes of Chris Mathews, racism and intolerance toward our nations first black President are not needed to explain the movement’s sudden emergence. Rather, the loss of freedoms feared by Tea Party participants is real, and more than explains the anxiety so acutely expressed at rallies and townhalls throughout 2009.

    President Obama tried to explain away Scott Brown’s win in Massachusett’s by saying, “the same thing that swept Scott Brown into office swept me into office.” He thinks voters elected Scott Brown because they hate Bush. Really! But the voters know what the evidence has affirmed: under the watch of Barack Obama, America is not only becoming less prosperous, but also less free.

    WASHINGTON (AP) — Secretary of State Hillary Rodham Clinton is criticizing China and other nations for restricting Internet access and erecting other electronic barriers to the free flow of information.

    In a wide-ranging speech on internet freedom, Clinton said that in the last year there has been what she called a “spike in threats to the free flow of information.” She cited China, Tunisia and Uzbekistan for stepping up their censorship of the Internet. And she said that in Vietnam, access to popular social networking sites has suddenly disappeared.

    In remarks that were carried live on the State Department’s Web site, Clinton said it is clear that information technologies are transforming the world, yet it is unclear how that transformation will affect the human rights and welfare of much of the world’s population.

    WASHINGTON (AP) — President Barack Obama says his administration overestimated its ability to persuade the Israelis and Palestinians to resume meaningful peace talks.

    Obama says both parties have been unwilling to make the bold gestures needed to move the process forward. If the U.S. had anticipated that earlier, Obama says he might not have raised his expectations so high.

    Obama says the U.S. will continue to work toward a two-state solution in which Israel is secure and the Palestinians have sovereignty. His remarks came in an interview with Time Magazine published Thursday.
