  4. WASHINGTON (AP) — President Barack Obama's proposed budget, stuffed with initiatives to spark jobs and the economy, is getting an early test with lawmakers weary of record deficits, wary of his tax ideas and nervous about winning re-election in November.

    Obama's proposed $5,000-per-job tax credit for companies that hire more workers could come up for a vote in the Senate as early as the end of the week — if senators can work out the details.

    Treasury Secretary Tim Geithner and Obama's budget director, Peter Orszag, were to push it during appearances Tuesday before congressional committees to explain the president's $3.8 trillion budget plan. Defense Secretary Robert Gates and Joint Chiefs of Staff Chairman Adm. Mike Mullen also were to be on Capitol Hill to discuss war spending.

    Congress rejected the idea of a jobs credit for businesses last year, questioning whether it would work and how to prevent unscrupulous employers from defrauding the government.

    Obama also wants to renew some expiring goodies from his stimulus plan last year:

    —Another round of $250 bonus payments to Social Security recipients and other retirees.

    —Extended jobless benefits and health insurance subsidies for the long-term unemployed.

    —Another year of middle-class tax credits of up to $400 for individuals and $800 for couples filing jointly.

    But the budget also would impose nearly $1 trillion in higher taxes on couples making more than $250,000 and individuals making more than $200,000 by not renewing tax cuts enacted under former President George W. Bush. Obama would extend Bush-era tax cuts for families and individuals making less.

    All told, Obama's tax and spending plan raises more taxes than it cuts, while still posting a record-breaking $1.56 trillion deficit — an amount equal to about 42 cents for every dollar the government is spending.

    "It's a budget that reflects the serious challenges facing the country," Obama said. "We're at war. Our economy has lost 7 million jobs over the last two years. And our government is deeply in debt."

  6. It does say Canadas health care is bad though. I have a half brother in Canada and he hates it. He lost a kidney from kidney stones because it took too long to get treatment. If he had the money he would have spent it. But I know Obama would never give us that kind of health care bill. You just have to trust him for a change.

  11. Paul, the reason, in my view, is that there wasn't enough regulation and oversight for TARP from the beginning.

    Second, Paul, TARP was a REPUBLICAN PROGRAM FROM GEORGE W. BUSH. Democrats made it better, but it was truly an emergency program. Henry Paulson, Secretary of the Treasury, warned the world economy was on the verge of absolute collapse without an immediate infusion of cash.

    The banks, private industry, have taken our money and used it to give out big bonuses, instead of loaning the money to businesses that need capital.

    That's not the government's fault.

    If anything, Paul, you should be joining the Democrats' call for more regulation over the banking industry. The free market is not working, except for those at the top.

    We have some of the best technology and the best doctors in the world.

    That said, too many people can't afford to access the care they need.

    One has nothing to do with the other. Just because we have great doctors, hospitals and medical schools, none of that helps if such a large number of our citizens can't get the care they need because of money.

    Paul, you can have a reasonably regulated free market. We need regulation to keep the greedy bastards on Wall Street from screwing us again.

    A new Daily Kos/Research 2000 poll of Republicans finds that 63% believe that President Obama is a socialist, compared to 21% who say he is not and 16% that are not sure.

    The survey also found that 53% believe that Sarah Palin is more qualified to be president than Obama, with 14% who believe Obama is more qualified and 33% who said they were not sure.

They don't have the government inflating the price, and this includes such noteworthy Ponzi schemes as Medicare and Medicaid. Those programs INCREASE the cost of health care. GOVERNMENT INVOLVEMENT INCREASES COSTS AND DECREASES QUALITY. But I can go to India and get a US-educated doctor and recoup from the surgery in a world-class hotel for less than what it's costing here. Someone in Britain can and probably do, do the same thing, but they are paying out of their asses for socialized health care, and that means they will be paying twice just for their care! ROFLMAO ... They had an opportunity to save $54 billion over the next ten years from the deficit by enacting tort-reform laws that removes the financial incentive from defensive medicine and protects providers through common-sense limitations on damages, such as those already in place in California and a handful of other states. Jen Rubin at Commentary notices that Nancy Pelosi’s bill does actually allow for tort reform on pages 1431-1433 of the 1990-page behemoth, but only under a curious restriction:
    Remember Obama’s effort to try a “test” for tort reform? (We don’t actually need a test, since it has worked to lower medical malpractice coverage and help increase access to doctors in states that have tried it.) Well, Pelosi’s bill has an anti-tort-reform measure. On pages 1431-1433 of the 1990 spellbinder, there is a financial incentive for states to try “alternative medical liability laws.” But look — you don’t get the incentive if you have a law that would “limit attorneys’ fees or impose caps on damages.”
    Jazz Shaw has the explicit language found in Section 2531, emphasis his and mine:
    (4) CONTENTS OF ALTERNATIVE MEDICAL LIABILITY LAW. – The contents of an alternative liability law are in accordance with this paragraph if -
    (A) the litigation alternatives contined in the law consist of certificate of merit, early offer, or both; and
    (B) the law does not limit attorneys’ fees or impose caps on damages.
    Let’s by all means have the kind of tort “reform” that does nothing to limit damages or curtail attorneys’ fees. What kind of “reform” would that entail? Well, it basically means that the trial lawyers get to write the tort-”reform” laws … which means that we’ll be lucky to keep the status quo, let alone save $54 billion off of the deficit, according to the CBO.
    No one should be the least bit surprised that the same Democratic Party that takes in over 80% of political donations from trial lawyers has attempted to kneecap tort-reform pilot programs in ObamaCare. It’s about as surprising as Barack Obama putting Kathleen Sebelius in charge of these pilot programs in the first place — the same Kathleen Sebelius who represented trial lawyers in their lobbying group before becoming governor of Kansas. Maybe they should just call themselves the Ambulance Chasers Party and be done with it.

    The health economists and independent legal experts who study the issue, however, don’t believe that’s true. They say that malpractice liability costs are a small fraction of the spiraling costs of the U.S. health care system, and that the medical errors that malpractice liability tries to prevent are themselves a huge cost– both to the injured patients and to the health care system as a whole.

    “It’s really just a distraction,” said Tom Baker, a professor at the University of Pennsylvania Law School and author of “The Medical Malpractice Myth.” “If you were to eliminate medical malpractice liability, even forgetting the negative consequences that would have for safety, accountability, and responsiveness, maybe we’d be talking about 1.5 percent of health care costs. So we’re not talking about real money. It’s small relative to the out-of-control cost of health care.”

    Annual jury awards and legal settlements involving doctors amounts to “a drop in the bucket” in a country that spends $2.3 trillion annually on health care, Amitabh Chandra, another Harvard University economist, recently told Bloomberg News. Chandra estimated the cost of jury awards at about $12 per person in the U.S., or about $3.6 billion. Insurer WellPoint Inc. has also said that liability awards are not what’s driving premiums.
