'Obama Doctrine' Detrimental To U.S./Open Thread...

A national defense analyst and former Reagan Defense Department official says he agrees with the assessment of former House Speaker Newt Gingrich that Americans are less safe than they were a year ago when Barack Obama took office.
Newt GingrichDuring a recent interview with Fox News' Bill O'Reilly, Gingrich commented that North Koreans had another year to build missiles while Iranians had another year to develop nuclear weapons and continue paying for terrorists. The former lawmaker said the federal bureaucracy is so lacking in focus, it let the Christmas Day bomber get on an airplane despite the fact that he was on a terrorist watch list.
 "Even when this guy's father called the American Embassy and warned us specifically about his son, we couldn't find a way to stop him," Gingrich noted. 
 Frank GaffneyFrank Gaffney, former deputy assistant secretary of defense for international security during the Reagan administration who now runs the Center for Security Policy in Washington, DC, says the United States is less safe than it was a year ago because of what he calls "the Obama Doctrine."
 "That [doctrine] can best be described in nine words: embolden our enemies, undermine our allies, and diminish our country," he explains.
 Gaffney believes Obama's foreign policy is clearly placing the United States in greater danger than when he took office.

 Lets take a look at Americas safety this weekend. I would like to hear from the left wing if they think we are safer now. They did tell us we were not safe under President Bush,even though the fact was we didn't get hit by another terrorist attack after 9/11. The other fact is that the Democrats said that they would make the world love us again and the terrorist would not want to attack us again,thus keeping us safer under Obama then under Bush. I think the the Democrats think they have a magical presents that will make all country love America again. A lot of idiots think they can do a better job of running a sports team then the last coach. But most of the time they fail worse then the last guy. I think Obama is too green and ignorent to know the difference between reality and academia. That brings to miund the old saying of ,"those that can do,while those that can't teach". This saying is as true as you can get when it comes to the liberal academia. Liberals think that because they think it works in their head it must be real. And yet most theories are proven wrong.      For the first year of this academic theories of liberalism I can honestly say nothing has turned out the way the Democrats said it would. If it has please tell us what has worked the way Obama and the Democrats said? As of late I would say that the deafening silence from the left says it all. This blog and others used to have more liberals then conservatives posting on them. But not any more. They will make up excuses but we know the reality is they can't keep making up excuses. They are getting tired out. While we on the right are getting energized. Have a great and safe weekend.

    He was warned and did nothing.

    It is a complete myth that Bush kept America safe. The reason that liberals don't come here much is that you on the right have gone over the cliff and they choose to ignore your ignorant posts.

  2. Republican Lugar Calls Cheney’s Criticism of Obama ‘Unfair’

    Jan. 9 (Bloomberg) -- Richard Lugar, the top Republican on the Senate Foreign Relations Committee, called President Barack Obama’s handling of recent terrorism threats “strong,” disputing former Vice President Dick Cheney’s criticism.

    “It’s unfair,” Lugar said in an interview for Bloomberg Television’s “Political Capital with Al Hunt,” airing this weekend. “I think the president is focused.”

    Cheney, who frequently has led Republican attacks on the Democratic president since leaving office a year ago, told Politico on Dec. 29 that Obama “is trying to pretend we are not at war” with a “low-key response” to the Dec. 25 attempt to ignite a bomb aboard a flight to Detroit.

    To the contrary, Obama has demonstrated “firmness” and “decisiveness,” Lugar, who represents Indiana, said. “That’s been the antidote to the criticism.”

But is you on the left that think it is 'progress' to act like we are pre 9/11 instead of 9/12. Shame on you for going backwards when Bush is also the same man that kept us safe after 9/11. Clinton didn't do that but you don't hear us going backwards when we should be looking forward. That is why we are getting so many more attacks since Obama and Congress took over with their weak idealogy. Are you so slow that you think we don't know that it was both Bush and Clinton that let 9/11 happen. Use your brain. We picked ourselves up from economic distruction,we morned the death of so many and so much and we recovered. We scared the living crape out of our opposition that they didn't even have the guts to attack us again. But they have gotten their guts back nowing the Democrats are weak when it comes to their ferver in protecting the American public. Bush,the Republicans and the Democrats came together to fight terrorism and those that promote and protect it.The only difference is the weak Democrats gave up half way through the fight. They kept telling us and the world that we wouldn't win this world and Iraq would be lost. Great team America spirit. And without the help of the Democratic Party Bush and most Republicans did the surge in Iraq and put Obama in a great position to win and end the war. Now that Obama is Comrade and Cheif they are back in the wars. It must really bother you knowing that we are still fighting and dropping bombs in Iraq,Afghanistan,Pakastan and soon to be Turkey. How soon the Democrats change when they need to lead and take the full responsability of war and the economy. I think you are the one that forgets.

  4. What's amazing is that Bush had a specific threat warning on August 6th and all he said was, "OK, you covered your ass." He didn't take any steps to avoid 9/11, none whatsoever.

    Did you watch the Countdown video, Chris. It's not true that Bush kept us safe after 9/11 either. That is another conservative myth.

    Bush ignored Afghanistan for 8 years. I do think President Obama made a horrible mistake sending more troops, but at least it was a considered decision and he didn't just take what the generals said and rubber stamp it.

  7. ISLAMABAD (AP) — The Jordanian doctor who killed seven CIA employees in a suicide attack in Afghanistan said in video clips broadcast posthumously Saturday that all jihadists must attack U.S. targets to avenge the death of Pakistani Taliban chief Baitullah Mehsud.

    Footage showed Humam Khalil Abu Mulal al-Balawi — whom the CIA had cultivated as an asset against al-Qaida — sitting with Mehsud's successor in an undisclosed location. It essentially confirmed the Pakistani Taliban's claim of responsibility for one of the worst attacks in CIA history, though a senior militant told The Associated Press that al-Qaida and Afghan insurgents played roles, too.

    The development may lead the U.S. to further push Pakistan to crack down on Afghan and Pakistani Taliban militants who use its tribal regions along the Afghan border as safe havens. It also could prompt even more U.S. missile strikes in the country — already on the upswing — something a Pakistani intelligence official urged the Americans to avoid.

    Speaking in Arabic in the video shown on the al-Jazeera network, al-Balawi noted the Pakistani Taliban had given shelter to "emigrants" — Muslim fighters from abroad. Mehsud, the group's longtime leader, was killed in August by a CIA missile strike.

    "We will never forget the blood of our emir Baitullah Mehsud," said al-Balawi, who wore an Afghan hat and a camouflage jacket on a 1 1/2 minute video clip. "We will always demand revenge for him inside America and outside. It is an obligation of the emigrants who were welcomed by the emir."

    A similar clip appeared on the Pakistani channel Aaj, though in it al-Balawi read haltingly from a piece of paper in English, a language Pakistanis are more familiar with than Arabic.

    The 32-year-old al-Balawi was apparently a double agent — perhaps even a triple-agent — with links to al-Qaida, the CIA and Jordanian intelligence. He was invited inside the CIA facility in Afghanistan's eastern Khost province bearing a promise of information about Ayman al-Zawahri, al-Qaida's second-in-command. Instead, he blew himself up in a Dec. 30 meeting, killing seven including the CIA's base chief.

  8. In a Washington Post op-ed piece posted online Saturday, CIA Director Leon Panetta added more details about the attack while defending his agents.

    "This was not a question of trusting a potential intelligence asset, even one who had provided information that we could verify independently. It is never that simple, and no one ignored the hazards," Panetta said. "The individual was about to be searched by our security officers — a distance away from other intelligence personnel — when he set off his explosives."

    In the Arabic clip, al-Balawi appeared to mock assertions that U.S. or Jordanian intelligence had employed him. In the English version, he said he had given up millions of dollars offered by the agencies to join the militants.

    "The emigrant for the sake of God will not put his religion on the bargaining table and will not sell his religion even if they put the sun in his right hand and the moon in his left," he said in Arabic, referring to a verse in the Quran.

    Al-Balawi ended by saying the Pakistani Taliban under the leadership of the new chief, Hakimullah Mehsud, would fight till victory.

    In Jordan, al-Balawi's father confirmed the man on the clip was his son.

    "He was very opposed to what was happening in Iraq, the occupation of Palestine and the killings of Muslims in Afghanistan," a downbeat Khalil Abu Mulal al-Balawi said. "We knew he was very zealous for God and his religion."

    IntelCenter, a U.S.-based group monitoring extremist sites, said the video was released by the Pakistani Taliban. Behind Hakimullah Mehsud and al-Balawi was a banner bearing the Muslim creed, "There is no god but God, and Muhammad is His messenger."

    The CIA attack would be the most prolific strike on a U.S. target by the Pakistani Taliban under the 20-something Hakimullah Mehsud's watch. It is also unusual because the Pakistani Taliban rarely claim responsibility for strikes in Afghanistan.

    But statements by Afghan Taliban and al-Qaida leaders since the attack have confused the issue of who backed the plan, and it appears increasingly likely it was a joint operation.

    This is so true! They always ask at the doctor's office why you are there, and you have to answer in front of others what's wrong and sometimes it is embarrassing.

    There's nothing worse than a Doctor's Receptionist who insists you tell her what is wrong with you in a room full of other patients.



    I know most of us have experienced this, and I love the way this old guy handled it.

    A 65-year-old man walked into a crowded waiting room and approached the desk.

    The Receptionist said, 'Yes sir, what are you seeing the Doctor for today?'

    'There's something wrong with my dick', he replied.

    The receptionist became irritated and said, 'You shouldn't come into a crowded waiting room and say things like that. '

    'Why not, you asked me what was wrong and I told you,' he said.

    The Receptionist replied; 'Now you've caused some embarrassment in this room full of people. You should have said there is something wrong with your ear or something and discussed the problem further with the Doctor in private.'

    The man replied, 'You shouldn't ask people questions in a roomful of strangers, if the answer could embarrass anyone. The man walked out, waited several minutes, and then re-entered.

    The Receptionist smiled smugly and asked, 'Yes??'

    'There's something wrong with my ear,' he stated.

    The Receptionist nodded approvingly and smiled, knowing he had taken her advice.. 'And what is wrong with your ear, Sir?'

    'I can't piss out of it,' he replied.

    The waiting room erupted in laughter...

    Funny the way things mirror each other. Bush had 9/11 and then Richard Reid in his first year, and Obama has Fort Hood and then the Xmas day in his first year. eerie.

    Both had an attack followed up by a failed attack by a foreign citizen.

Clinton also had 'Twin Tower 1',USS Cole,2 US Embassy bombings,entered into the Yugoslavian conflist which in turn set-off Chechnya and also we cannot forget Somalia which plagues shipping to this day.

    Senate Majority Leader Harry Reid (D-Nev.) apologized today for referring to President Barack Obama as "light skinned" and "with no Negro dialect" in private conversations during the 2008 presidential campaign.

    "I deeply regret using such a poor choice of words," said Reid in a statement. "I sincerely apologize for offending any and all Americans, especially African Americans for my improper comments."

    President Obama said in a statement that he and Reid had spoken about the matter on Saturday afternoon. "I accepted Harry's apology without question because I've known him for years, I've seen the passionate leadership he's shown on issues of social justice and I know what's in his heart," said Obama. "As far as I am concerned, the book is closed."

    The Senate Majority Leader was officially neutral in the primary fight between Obama and then Sen. Hillary Rodham Clinton (N.Y.). Reid's remarks about Obama were revealed in "Game Change", a book detailing the 2008 race penned by Time's Mark Halperin and New York magazine's John Heilemann.

    Reid has written extensively about his relationship in a memoir entitled "The Good Fight" that was released last year. In that book, Reid recalled talking to Obama about running for president in 2007 and telling the then junior Senator from Illinois: "If you want to be president, you can be president now."

    That same memoir contained an anecdote in which Obama told Reid he had a "gift" after delivering a speech on the Senate floor regarding then President Bush's approach to the war in Iraq. That remark drew considerable controversy from the Obama's Republican critics.

    The details about Reid's remarks were first reported by the Atlantic. Reid's apology was first reported by the Jon Ralston.

    Reid's apology comes on the same day that a new poll conducted by the Las Vegas Review Journal showed him facing an uphill fight for re-election in 2010. Reid trailed former state Republican party chairwoman Sue Lowden by a 50 percent to 40 percent margin and was behind businessman Danny Tarkanian (R) 49 percent to 41 percent. Only one in three voters viewed Reid favorably while 52 percent saw him in an unfavorable light in the poll.

    Tarkanian said that Reid "disgraces himself almost monthly with some disparaging remark about his constituents, political opponents, or now the president," in a statement released Saturday afternoon.

    The National Republican Senatorial Committee echoed that sentiment in a statement of its own release Saturday afternoon. "For those who hope to one day live in a color-blind nation it appears Harry Reid is more than a few steps behind them," said communications director Brian Walsh. "Unfortunately, this is just the latest in a long history of embarrassing and controversial remarks by the senior Senator from Nevada."

    Despite Reid's dismal poll numbers, he told the Review-Journal that he has no plans to follow his colleagues Byron Dorgan (N.D.) and Chris Dodd (Conn.) into retirement. "I am absolutely running for re-election," Reid told the paper. "These are difficult times for Nevada and as the majority leader of the Senate I have been able to take action to address those challenges."

    It's unclear whether the near-certain controversy his remarks about Obama will cause might force Reid to reassess his re-election plans.

    Powerful opponents of eco-terrorism are mounting the nation's most formidable campaign against the homegrown sabotage. But the crime wave they hope to quell -- a 2½-year escalation of arsons and property destruction -- subsided last summer, perhaps due to law enforcement crackdowns.

    A congressional subcommittee held a hearing on eco-terrorism last month in which lawmakers, keyed up about terrorists since the Sept. 11 attacks, likened America's green underground to al-Qaida. An FBI official testified that the Earth Liberation Front and Animal Liberation Front had become the nation's most active and destructive domestic terrorist groups.

    Industry representatives, meanwhile, have challenged the tax-exempt status of at least one well-heeled group that gives financial succor to suspected eco-terrorists.

    Eco-terrorism escalated across the nation in the late 1990s. Underground saboteurs, claiming to act on behalf of the natural world, repeatedly struck such enterprises as logging, skiing, genetic research, home building and auto sales. They are suspected in 69 major attacks since January 1999, including 14 in the Pacific Northwest, The Oregonian found in an ongoing analysis of the crimes.

    But serious cases of eco-terrorism took a precipitous plunge after July 16, when the Earth Liberation Front set fire to an oil company building in suburban Detroit. Since then, eco-terrorists have been tied to just six major crimes, compared to 21 during the same period last year. The last major act of eco-terrorism in the United States occurred more than two months ago, when the Earth Liberation Front set fire to a genetic research center under construction at the University of Minnesota, causing $630,000 damage.

    Eco-terrorists have operated in the United States for at least 22 years. But their crimes took center stage in 1998, when the Earth Liberation Front claimed responsibility for an arson at the Vail, Colo., ski resort. The fire, which caused $12 million damage, remains the costliest act of eco-terrorism in U.S. history. The front is suspected of seven arsons in Oregon.

    No one, except perhaps the eco-terrorists, knows why the attacks have slowed since summer. But federal authorities and industry leaders familiar with the phenomenon attribute the decline to key arrests, prosecutions and ongoing investigations. The FBI has made no secret that it hopes to infiltrate eco- terrorist cells.

    "I think there's been a deterrent effect by increased law enforcement efforts across the board," said Assistant U.S. Attorney Stephen Peifer in Portland, one of a growing number of law enforcement officials nationwide now investigating eco-terrorism. "There doesn't seem to be anyplace in the country where they can effectively hide anymore."

    Jennifer a manager at Wal-Mart had the
    task of hiring someone to fill a job opening.
    After sorting through a stack of resumes she
    found four people who were equally qualified.
    Jennifer decided to call the four in and ask them
    only one question.
    Their answer would determine which of them would
    get the job.

    The day came and as the four sat around the
    conference room table, Jennifer asked, 'What
    is the fastest thing you know of?'

    The first man replied, 'A THOUGHT.' It just
    pops into your head. There's no warning.

    'That's very good!' replied Jennifer. 'And,
    now you sir?', she asked the second man.

    'Hmmm....let me see 'A blink! It comes and
    goes and you don't know that it ever happened.
    A BLINK is the fastest thing I know of.'

    'Excellent!' said Jennifer. 'The blink of an eye,
    that's a very popular cliche for speed.' She
    then turned to the third man, who was contemplating
    his reply.

    'Well, out at my dad's ranch, you step out of the
    house and on the wall there's a light switch.
    When you flip that switch, way out across the
    pasture the light on the barn comes on in less
    than an instant. 'Yip, TURNING ON A LIGHT is
    the fastest thing I can think of'.

    Jennifer was very impressed with the third answer
    and thought she had found her man.
    'It 's hard to beat the speed of light,' she said.

    Turning to BUBBA, the fourth and final man,
    Jennifer posed the same question...

    Old Bubba replied, 'After hearing the previous
    three answers, it's obvious to me that the fastest
    thing known is DIARRHEA.'

    'WHAT!?' said Jennifer, stunned by the response.

    'Oh sure', said BUBBA. 'You see, the other day
    I wasn't feeling so good, and I ran for the bathroom,
    but before I could THINK, BLINK, or TURN ON THE
    LIGHT, I had already shit my pants.'

    BUBBA is now the new greeter at a Wal-Mart near you!

    For more than three decades, lawmakers ignored the Michigan Constitution and forced local governments to spend billions of dollars for services and policies the state required municipalities to carry out.

    The practice caused Michigan’s counties, villages, cities, townships and school districts to spend funds of mandated services that otherwise could have benefited the taxpayers of those communities.

    That’s the conclusion reached by the Legislative Commission on Statutory Mandates, a panel appointed to review implementation of the Headlee Amendment, a constitutional amendment approved by voters in 1978.

    The commission was established and its members appointed in 2007 by the Michigan Legislature. Panel members included Dennis Pollard, an Oakland County lawyer who battled the state on behalf of Fitzgerald Public Schools for more than 20 years in two Headlee Amendment lawsuits.

    Pollard was joined by Robert Daddow, deputy Oakland County executive; attorneys Amanda Van Dusen and J. Dallas Winegarden Jr.; and Louis H. Schimmel, a re tired financial consultant.

    The commission met regularly from its inception in 2007 until it compiled its final report recently. Panel members interviewed state legislators, past and present state employees and representatives of government agencies. They also reviewed hundreds of documents that pertained to mandated programs.

    The panel’s charge was simple: Focus on the section of the Headlee Amendment that prohibits the state from mandating local governments to provide new services — or expand existing ones — unless the state reimburses the municipalities for costs incurred by the mandates.

    After performing its work, the commission reached a basic conclusion: The Headlee Amendment has been and continues to be ignored.

    “Our findings paint a stark picture of noncompliance with ... the Michigan Constitution,” according to the commission’s final report.

    Poor record keeping rendered accurate estimates impossible, but unfunded state mandates since 1978 cost local governments billions of dollars, according to the report.

    One glaring example cited is the Michigan Public School Employees Retirement System. In 1978 and before, school districts paid 5 percent of the costs to fund the system and the state bore the rest.

    But over the years, the entire financial obligation was shifted to school districts. In 2008 alone, that cost Michigan’s public schools $1.55 billion.

    The commission estimated other unfunded mandates cost municipalities between $2.2 billion and $2.5 billion for 2009 alone.

    The scarcity of records, coupled with Michigan’s current budget woes, precludes municipalities from recouping losses, the panel concluded. But the practice of state government approving mandates without providing money to pay for them must stop.

    “What we’re really hoping as we go forward is that the propensity to pass these mandates is going to stop,” said Pollard.

    The panel has no authority to enforce any existing laws or create new ones, but it did compile a list of recommendations.

    Among the recommendations, the panel urged establishment of a “fiscal note” system similar to those in other states that prohibit unfunded mandates.

    The system would require all proposed legislation to be reviewed to determine the financial impact the proposed bills would have on local government.

    The review would include an estimate of the costs. If the bill is enacted, an appropriations bill that provides funding would be required to accompany the legislation.

    A process also should be created to ensure funding is properly disbursed to local governments, according to the report.

    “Requirements have to be spelled out,” Pollard said. “... The core thought (of) Headlee was the state government should be cognizant of the cost ... of what they’re considering.”

  38. Pollard represented Fitzgerald in a case that challenged the state on grounds its refusal to adequately fund special education

    constituted a violation of the Headlee Amendment. That case dragged through the courts for 17 years. A subsequent case also involving Fitzgerald has been in the courts for nine years and counting.

    Those two cases encouraged the commission to recommend the Michigan Supreme Court take steps to streamline the legal process when local governments challenge the state on Headlee violations.

    “We need to have a more timeand cost-effective means to litigate these cases,” Pollard said. “We are saying to the Supreme Court, ‘You have the responsibility to enforce the amendment. It has been extremely drawn out. Change the court rules to expedite these kinds of claims.’”

    State Sen. Mickey Switalski, D-Roseville, a member of the Senate Appropriations Committee, reviewed the report and agreed with most of its findings. He particularly endorsed the idea of attaching a funding mechanism to the bill.

    “No legislation (should be) passed unless that’s there,” Switalski said. “First identify it (the costs) and calculate its size, and put it right with the bill.”

    Lawmakers might be less inclined to propose mandates when they realize financial strings are attached, Switalski said.

    “We’re all subject to the same temptations,” he said.

    Clinton Township Supervisor Robert Cannon said unfunded mandates strain a municipality’s budget. That’s particularly important now with resources dwindling.

    “When we had money, it wasn’t as important as it is now,” Cannon said. “We want to do what’s right, but we’d like to have a little help in paying for it.”

    The voices of elected leaders like Cannon could be crucial in ensuring the commission’s report doesn’t wind up gathering dust in somebody’s desk drawer in Lansing, Pollard said.

    “Local units of government are starting to realize they can’t just sit back and absorb the costs of these mandates and (have to) lay off people who provide (other) valuable services for their residents,” he said.

    “The hope is they’ll create some momentum and say enough is enough. Most of these mandates are good things. But they’ve got to be paid for. That’s the issue.”

    The bitter winter afflicting much of the Northern Hemisphere is only the start of a global trend towards cooler weather that is likely to last for 20 or 30 years, say some of the world’s most eminent climate scientists.

    Their predictions – based on an analysis of natural cycles in water temperatures in the Pacific and Atlantic oceans – challenge some of the global warming orthodoxy’s most deeply cherished beliefs, such as the claim that the North Pole will be free of ice in summer by 2013.

    According to the US National Snow and Ice Data Centre in Colorado, Arctic summer sea ice has increased by 409,000 square miles, or 26 per cent, since 2007 – and even the most committed global warming activists do not dispute this.

    The scientists’ predictions also undermine the standard climate computer models, which assert that the warming of the Earth since 1900 has been driven solely by man-made greenhouse gas emissions and will continue as long as carbon dioxide levels rise.

    They say that their research shows that much of the warming was caused by oceanic cycles when they were in a ‘warm mode’ as opposed to the present ‘cold mode’.

    This challenge to the widespread view that the planet is on the brink of an irreversible catastrophe is all the greater because the scientists could never be described as global warming ‘deniers’ or sceptics.
    However, both main British political parties continue to insist that the world is facing imminent disaster without drastic cuts in CO2.

    Last week, as Britain froze, Climate Change Secretary Ed Miliband maintained in a parliamentary answer that the science of global warming was ‘settled’.

    Among the most prominent of the scientists is Professor Mojib Latif, a leading member of the UN’s Intergovernmental Panel on Climate Change (IPCC), which has been pushing the issue of man-made global warming on to the international political agenda since it was formed 22 years ago.

    Prof Latif, who leads a research team at the renowned Leibniz Institute at Germany’s Kiel University, has developed new methods for measuring ocean temperatures 3,000ft beneath the surface, where the cooling and warming cycles start.

    He and his colleagues predicted the new cooling trend in a paper published in 2008 and warned of it again at an IPCC conference in Geneva last September.

    Cold snap death toll rises across Europe

    FREEZING WEATHER brought further disruption across vast swathes of northern Europe as the death toll from the unusually severe cold snap, mainly among homeless men, continued to climb.

    As forecasters warned of dangerous conditions continuing today, commuters and air travellers bore the brunt of the cold, snow and ice, while demand soared for home-heating energy.

    The bad weather is expected to last for another two weeks, draining European gas supplies. Britain’s national grid warned that record gas demand might exceed supply for the second time this week after a drop in supplies from Norway, as dozens of big industrial users switched to other fuels to ensure heating for households.

    The deaths from the cold include 122 people in Poland, 22 in Britain, nine homeless men in Germany, and 22 people who were killed by avalanches in the Swiss Alps.

    CARACAS, Jan 9 (Reuters) - Venezuelans rushed to the shops on Saturday, fearful of price rises after a currency devaluation that will let President Hugo Chavez boost government spending ahead of an election but feeds opposition charges of economic mismanagement.

    In a bid to jump-start the recession-hit economy of South America's top oil exporter, Chavez on Friday announced a dual system for the fixed rate bolivar.

    It devalues the currency to 4.3 and 2.6 against the dollar, from a rate of 2.15 per dollar in place since 2005, giving the better rate for basic goods in an attempt to limit the impact of the measure on consumer prices.

    The opposition seized on fears that prices for imported goods will double as shoppers formed lines of more than a hundred people outside some stores in the capital Caracas.

    "It was a Black Friday, tinted red," said sales executive Diana Sevillana in reference to the crimson color of Chavez's socialist party. She stood in a line of 30 people outside an electrical goods store in a middle class neighborhood.

    The socialist Chavez believes the state should have a weighty role in managing the economy. During his 11 years in office he has nationalized most heavy industry, and business and finance are tightly regulated.

    The devaluation is politically risky but means every dollar of oil revenue puts more bolivars in government coffers. That allows Chavez to lavish cash on social projects and fund salary increases ahead of parliamentary elections in September.

    Opponents were quick to criticize the socialist, who a year ago promised the global financial crisis would not touch "a hair" of Venezuela's economy. He announced the devaluation on Friday night during an important baseball game.

    "By establishing the exchange rate at 4.3 bolivars per dollar, the quality of life for Venezuelans is automatically devalued since we now have half the money we had before," said Caracas Mayor Antonio Ledezma, a Chavez opponent.
